 The RCDC at Haywood Community College is a Five Star Rated Child Care Center

The Regional Child Development Center functions in partnership with an advisory council.

Charge

The Advisory Council shall serve in an advisory capacity on matters pertaining to the function, organization, and operation of the Regional Child Development Center. Specific purposes are as follows:

bullet

To enable the collaborative effort of public institutions, faith-based organizations, and other non-profit agencies, concerned with early childhood education, to provide their collective wisdom and otherwise address regional needs;

bullet

To help foster curricula, programs, and activities at the Regional Child Development Center furthering and sustaining best professional practices and effectively meeting local and regional needs;

bullet

To facilitate operation of the center by acting in an advisory capacity on matters referred to it by the Director of the Regional Child Development Center or other proper authorities in the college administration;

bullet

To serve as the principal method of regional liaison and information sharing in a timely and effective manner;

bullet

To review, evaluate, and recommend action, as appropriate, regarding existing and proposed curricula, programs, and activities at the Regional Child Development Center in order to foster continuing quality education of children, parents, and early childhood professionals; and

bulletTo help assure, through program review and making recommendations, that Regional Child Development Center curricula, programs, and activities reflect changing cultural, demographic and environmental conditions in the county, region, state, and professional practice in early childhood education.

Membership

The Advisory Council shall consist of the following members:

The directors of the First United Methodist Church Daycare and Kindergarten, Maggie United Methodist Child Care Center, Canton Central United Methodist Preschool; and Long’s Chapel United Methodist Church Preschool/Childcare Program representing partnering United Methodist Church childcare centers;

bullet

The District Superintendent, Waynesville District, United Methodist Church or his or her designee;

bullet

Three parents with children in childcare (who shall serve one-year terms beginning September of each year) appointed by the Director of the Regional Child Development Center;

bullet

One student enrolled in the Early Childhood Education program at childcare (who shall serve one-year terms beginning September of each year) appointed by the Director of the Regional Child Development Center;

bullet

*The executive director of Southwestern Child Development Commission or his or her designee;

bullet

*The director of the Region A Partnership for Children;

bullet

The Project Manager, Region A Partnership for Children;

bullet

North Carolina Division of Child Development Regional Licensing Supervisor;

bullet

The head of children’s services at Haywood Public Library;

bullet

Executive Director of the Haywood Community College Foundation;

bullet

*A representative of each of the early childhood education programs at Southwestern Community College and Tri-county Community College, and the B-K degree program at Western Carolina University;

bullet

The Dean of Academic Services at Haywood Community College; and

bullet

Such other members as the President of the College may appoint upon recommendation of the Director of the Regional Child Development Center and the HCC Dean of Academic Services.

Officers

The Dean of Academic Services shall serve as the chair of the Advisory Council. The director of the Region A Partnership for Children and a director of a United Methodist Church childcare center participating as a mentoring site shall serve as co-vice chairs. The latter shall rotate, on an annual basis beginning July 1 of each year, so that each director of a partnering center shall have the opportunity of serving once every four years.

Meetings

The Advisory Council shall meet regularly at 1:30 p.m., on the second Friday of each quarter beginning January of each year, on the campus of Haywood Community or upon call of the chair, or petition of any three (3) members, or upon the request to the chair by a member designated with an asterisk. The Director of the Regional Child Development Center and the Program Coordinator for The Children's Centre shall be present at all Advisory Council meetings. Meetings are open to the public.

Procedures

A staff member appointed by the chair shall serve as recorder to the council. The recorder shall publish and distribute an agenda with appropriate reference material for at least five (5) days before a meeting.

Minutes

Minutes shall be distributed as follows: members of the council (1 copy each), Director of the Regional Child Development Center (2 copies), Secretary, Academic Services Office (1 copy), President of the College (1 copy).

Reports

Reports of council activities distributed as follows: members of the council (1 copy each), Director of the Regional Child Development Center (2 copies), Secretary, Academic Services Office (1 file copy), President of the College (1 copy).
